Complete control? No. But now "her parents must consult [with the government] about all major decisions in her life." So, a 14-year-old Dutch girl can't sail because of the government, while a 16-year-old Australian girl pursues her dream. I think the difference is that Australians are a bit less inclined to allowing the government such ridiculous control over the lives of their citizens, and not the two years of age.
